Standard A Narrative

Local government employees must have excellent written communication skills to accurately propose and justify policy recommendations to their departments' employees and the citizens of the governments they serve. To communicate effectively, an aspiring local government employee must be able to exchange written communication and explain complex ideas to various audiences and backgrounds. Examples include policy recommendations, memos to management, briefings to the public, and general departmental communication necessary for an organization's functions.

Artifact I Narrative:

The “Policy Analysis Report”  and “Policy Issue Brief” are a collection of written communication samples regarding language barriers in hospital settings written in Dr. Malczewski’s PAPA 6224 course, satisfying Standard A: Objectives One and Two. These persuasive documents include an explanation of the policy problem, a framing of the policy problem, a memo to a director that can impact hospital policy, policy alternatives, a policy recommendation, a flyer for public awareness, and a policy matrix to effectively communicate with policymakers and members of the community. As a collection, these items communicate policy ideas to different target audiences, from policymakers to the general community. In this series of professional-quality writing samples, I advocate for including medical interpreters in hospital settings. In each included item, the language and variety of communication formats are clear and specific to the different target audiences being presented with the document. When applicable, graphics such as a policy alternatives matrix are included to convey complex ideas and alternatives presented. A final recommendation was made to increase the number of medical interpreters in hospitals to address language barriers to medical care.

Artifact II Narrative:

Artifact II is a budget analysis of Cary, North Carolina, written in PAPA 6314 for Dr. Stephanie Davis, satisfying Standard A: Objectives One and Two. This budget analysis is written in a professional tone and uses graphics in the form of pie charts and graphs to convey complex budgeting data. I contacted the town of Cary's budgeting department to collect budgeting data for the fiscal year 2022 for this assignment. Top revenue sources and expenditures were identified and analyzed, and budgeting best practices were clearly conveyed. Complex budgeting ideas are presented clearly through pie charts of revenue and expenditure data. This data is presented clearly for a busy city council audience to understand quickly in order to make budgeting decisions for the next fiscal year. This data is presented in a way that even audiences who are initially unfamiliar with the Town of Cary understand their budgeting practices and use them to inform future budgeting practices.

Artifact III Narrative:

            Artifact III is a regression analysis written in PAPA 6514 for Dr. Zuniga. satisfying Standard A, Objectives One and Two. In this regression analysis, I examined the relationship between government expenditures and total revenue to understand which government expenditures correlate to more affluent communities and used that analysis to improve decision-making for policymakers. I hypothesized that “there is a correlation between education expenditures and total government revenue”. Data was collected from The Urban Institute’s state and local financial data, with “Total Revenue” as the dependent variable and “Education Expenditures” as the independent variable. By running this regression, I created a model that suggests a positive correlation between education expenditures and total revenue and a positive correlation between welfare expenditures and total revenue. These complex ideas are conveyed through clear graphs and visuals, making this accessible to policymakers and similar audiences that would request such a report.
